Closure
Road closure along Poplar Avenue/Avenue 144 between State Route (SR) 43 and Fourth Avenue in Tulare County for ongoing work at the Tule River Viaduct.
Work is scheduled from 7 a.m. to 5 p.m., beginning Monday Dec. 1 through Tuesday Dec. 2, 2025.

Detour
WESTBOUND POPLAR AVENUE/AVENUE 144 DETOUR:
- Traffic traveling westbound on Poplar Avenue/ Avenue 144 will detour north on State Route 43, west on Sante Fe Avenue, south on 4th Avenue, and west onto Quebec/Poplar Avenue.
EASTBOUND POPLARE AVENUE/AVENUE 144 DETOUR:
- Traffic traveling eastbound on Quebec/Poplar Avenue will detour north on 4th Avenue, east on Santa Fe Avenue, south on State Route 43, and east on Poplar Avenue/Avenue 144.
Signage and flaggers will be in place to direct traffic.
Description
TULARE COUNTY, CALIF. – The California High-Speed Rail Authority (Authority), in cooperation with design-build contractor Dragados-Flatiron Joint Venture (DFJV), announces the closure of Poplar Avenue/Avenue 144 between State Route(SR) 43 and Fourth Avenue in Tulare County for ongoing work at the Tule River Viaduct. Work is scheduled from 7 a.m. to 5 p.m., beginning Monday Dec. 1 through Tuesday Dec. 2, 2025.
This work is part of Construction Package 2-3 (CP 2-3), the 65-mile stretch of high-speed rail between East American Avenue in Fresno County and one-mile north of the Tulare-Kern County line.
All construction activities and schedules are subject to change. The California High-Speed Rail project is considered a critical infrastructure sector, and as the project continues, staff, contractors and construction workers are following specific guidelines to ensure the health and safety of all employees due to the COVID-19 pandemic.

Traffic laws will be fully enforced and commuters are expected to be aware of the surrounding activities, remain alert and watch for construction vehicles and personnel.
